The Centre for Advocacy and Research (CFAR) is a non-profit organization, founded in January 1998 is committed to advancing the welfare of the poor and improving the quality of life of vulnerable and marginalized groups.
The Ministry of Housing and Urban Affairs launched the “Swacchata Hee Sewa Campaign- 2024”, from September 17-October 2, 2024 commemorating the tenth anniversary of Swachh Bharat Mission.
It is aimed at enhancing citizens’ participation, and awareness on Swachh Bharat-Swachh Cities, especially focusing on sanitation drives, Cleanliness Target Units (CTUs), wealth from waste campaigns, reducing use of plastic in day to day life. This Jan Andolan appeals to all citizens to collaborate and make cities inclusive, accessible and waste free.
In Jaipur, Rajasthan, and in Bhubaneswar, Odisha the campaign commemorated on 17 February 2024, where the inaugural event has been held by the Urban Local Bodies of both the cities. In this process, the ULBs have collaborated with various Civil Society Organizations, schools, health care facilities, ward level representatives etc.
The Centre for Advocacy and Research, as a partner organization of the ULBs in these cities, collaborated with Jaipur Municipal Corporation Heritage and Greater Jaipur Municipal Corporation, Bhubaneswar Municipal Corporation to jointly lead the campaign for greener and cleaner cities through citizen-government-community involvement.
The campaign was supported by Self-Help Groups, WASH Committees, Slum Development Associations, Youth and Adolescent Forums and Disabled Persons Organizations, Ward Councilors, Jal Sathis and Water Committee members in both cities.

On September 17, the campaign was inaugurated by the Chief Minister, Rajasthan, Shri Bhajan Lal Sharma. CFAR has been allotted dedicated stalls, to display the work on “Enhancing SHGs work on Sanitation based Livelihood” led by 15 SHGs of persons with disabilities, sanitary workers, marginalized women.
The products displayed include: compostable pads, organic manure from green waste, cloth bags, herbal mosquito repellants using cow dung and wood scrapping, herbal soaps, disinfectant and hand wash liquids, doormats, bags and mattresses suing cloth and wool pieces among others.
The Chief Minister visited the stall and interacted with Shri Leeladhar Bagheria, representative of Atma Nirbhar Sashakt Jeewan Disabled Persons Organisation who sought his support for livelihood development. The Chief Minister also appreciated the efforts of Manisha SHG which is the first women’s SHG partner of the Municipal Corporation to secure a contract for sanitation based livelihoods.
The SHG is now supplying sanitary pads, managing parks and converting green waste to wealth. Recognizing the entrepreneurship of the SHG he urged them to share their experiences and challenges faced in their journey from a women’s group to an entrepreneur with the government.
The highlight was the Hanuman Chalisa made from recycled waste paper and with golden hand calligraphy which Kalpana SHG of disabled representatives are producing.
Other government dignities present during this visit were Dr Sowmya Gurjar, Mayor, Abhishek Surana IAS, Commissioner Nagar Nigam Jaipur Heritage, Rukmini Riar, IAS, Commissioner, Nagar Nigam Greater Jaipur who led the event supported by the CSOs and other team also visited the stall and interacted with the members of the SHGs, Disability Person’s Organization, and CFAR team.
The Director, Local Self Governance, District Collector of Jaipur, Representatives from Ministry of Home Affairs, UN Organisations were some of the key visitors of the CFAR stall.
On September 18, 2024, CFAR, Dattopant Thengdi National Board for Workers Education and Development and Residents Welfare Association, DDA EWS Flats Kalkaji, organised a public consultation. The Consultation was chaired by Sanjay Kumar, Regional Director, DTNBWED and attended by Mr. Hari Narayan Education Officer, DTNBWED, Mr. Rajesh, City Mission Manager, NULM, Ms. Geeta, ASHA worker, Mr. Om Prakash, Vice- President, RWA and Ms. Monica Devi from Mahila Pragati Manch.
Six Self-help Groups set up stalls displacing products which included sanitary pads, herbal incense sticks, decorative handicrafts, sanitary products, cloth bags all made with recycled materials.
The highlight of the event was the felicitation of workers by the Board. The event culminated with all officials, community members pledging to ensure door to door waste collection, raising awareness on safe sanitation practices and ensuring that the society and its surrounding market areas remain clean and waste free.
